The Credit Register is a repository of credit history and guarantees information reflecting how individuals and firms fulfil their obligations to the finance companies. This national information system is managed by Latvijas Banka.

The Register participants, also including all commercial banks operating in Latvia, provide data to the Credit Register. This includes information on the borrowers of the Register participants and their guarantors, their obligations and performance thereof.

Receiving Credit Register data

Any person can find out what data are stored in the Credit Register. The report on the individual data entered in the Credit Register can be most conveniently obtained electronically on manidati.kreg.lv, the Credit Register's website for electronic servicing.

The statement from the Credit Register can be obtained in person at the Cashier's Office of Latvijas Banka at Bezdelīgu iela 3, Riga.

Other ways of receiving data

Credit Register data can be obtained by:

  • customer and customer's guarantor – any natural and legal persons are entitled to receive the Credit Register data pertaining to them, except the data on the supervision of financial market participants and macroeconomic analysis. This service is free of charge;
  • Credit Register participant – on:
    • its customers and customers' guarantors,
    • potential customers and customers' guarantors,
    • person who has a qualifying holding in a commercial company that is the above Credit Register participant's customer, customer's guarantor, potential customer or potential customer's guarantor,
    • person who is the beneficial owner of the above Credit Register participant's customer, customer's guarantor, potential customer or potential customer's guarantor,
    • commercial company that is a subsidiary of the above Credit Register participant's customer, customer's guarantor, potential customer or potential customer's guarantor, and each subsequent subsidiary of the above subsidiary,
    • commercial company where the above Credit Register participant's customer, customer's guarantor, potential customer or potential customer's guarantor has a qualifying holding,
    • member of the Council (if established) and the Board of the above Credit Register participant's customer, customer's guarantor, potential customer or potential customer's guarantor.
  • restricted Credit Register participant – on its customers and customers' guarantors;
  • consumer's creditor – on a natural person, subject to the relevant natural person's consent;
  • for performing the tasks stipulated by laws and regulations:
    • the Bank of Latvia,
    • the European Central Bank,
    • the State Revenue Service,
    • court,
    • pre-trial investigation institution and Prosecutor's Office,
    • subject of investigatory operations,
    • Financial Intelligence Unit of Latvia,
    • the Corruption Prevention and Combating Bureau,
    • administrator of insolvency proceedings where the customer or customer's guarantor is a natural person,
    • sworn notary public,
    • custody court,
    • bailiff.

Pursuant to the Law On Credit Register, the Bank of Latvia stipulates the scope of the Credit Register data to be issued.

Retention of data

Latvijas Banka shall store data on the customer or customer's guarantor and general data for a period of 10 years:

  • of the day on which the customer's obligations or customer guarantor's obligations have been terminated;
  • of the day on which the rights and obligations or credit claims arising from the customer agreement or customer guarantor's agreement have been transferred to another person.

Latvijas Banka shall store periodic data for three years following the end of the relevant time period.

Latvijas Banka shall store data on the violation of the customer or customer guarantor's obligations for a period of five years of the day:

  • the violation of the customer or customer guarantor's obligations has been eliminated or as of the day on which the rights and obligations or credit claims arising from the customer agreement or customer guarantor's agreement have been transferred to another person, where the violation of the customer or customer guarantor's obligations has not been eliminated by that day;
  • the customer or customer guarantor's obligations have ceased, where the circumstances referred to in the previous bullet point have not occurred by that day.

Latvijas Banka shall store data on the Register data requests for one year of the day such data have been requested.

Credit Register regulatory framework

As of 1 December 2012, the operation of the Credit Register is governed by the Law on Credit Register, the Regulation on the Credit Register of Latvijas Banka (issued pursuant to the Law on the Credit Register) and the Regulation on Electronic Information Exchange with Latvijas Banka (issued pursuant to the Law on the Credit Register and the Law on Latvijas Banka).

The Credit Register was launched on 1 January 2008 when debtor information, accumulated at the Debtor Register of Latvijas Banka from 2 June 2003 to 31 December 2007, was automatically registered with the Credit Register.

The Credit Register was developed in view of the "Report on the Developments of Consumer Price Inflation and Proposals for Its Reduction" submitted by the Ministry of Finance and supported by the Republic of Latvia Cabinet of Ministers' meeting on 6 March 2007.
